Rule 3: Rate Applicability
The rules and charges applicable to a given shipment must be those in an NRA/NSA and in effect when the cargo is received by the ocean carrier or its agent (including originating carriers in the case of rates for through transportation). A shipment shall not be considered as “received” until the full bill of lading quantity has been received.
